Samuel ferrell
Samuel Ferrell, President and Founder of the Tobin Bolter Memorial Project and Scholarship Program, was born on January 30, 1990, in Robbinsdale, Minnesota, to Kevin and Rolene Ferrell. He is the fourth of five children—only six minutes older than his twin sister, Bree-Anna—and proudly embraces his Minnesota roots while currently residing in Idaho, where he is pursuing his Juris Doctorate. Samuel is a dedicated student of law and is actively enrolled at Grand Canyon University, continually growing in both knowledge and purpose.
On January 9, 2023, Samuel married his soulmate, Ashlie Ferrell. Together, they share a loving, blended family of seven children: Jeffrey Ferrell, Paizlee (Avila) Johnson, Keegan Hill, Roxzanna Ferrell, Zayne Ferrell, and twins Tobin and Tucker Ferrell. Samuel cherishes family life and values every moment spent with his wife and children, who are the foundation of his personal and spiritual life.
Samuel’s passion for service and unwavering Christian faith were profoundly shaped by the tragic and sudden passing of his dear friend and brother in Christ, Deputy Sheriff Tobin Bolter. Moved by Tobin’s legacy and the growing need to support first responders and their families, Samuel founded the Tobin Bolter Memorial Project and Scholarship Program—a Christ-centered 501(c)(3) nonprofit organization dedicated to honoring wounded law enforcement officers, firefighters, emergency medical technicians, and other first responders, while also empowering future Christian leaders and future law enforcement officers through scholarship opportunities.
Samuel’s leadership is grounded in his desire to build a lasting legacy that reflects the faith, courage, integrity, and selflessness embodied by Tobin Bolter and all who serve. He brings a heart for justice, a mind for advocacy, and a deep-rooted belief that service to others is one of the highest callings in life.
Outside of his professional responsibilities, Samuel enjoys fishing, swimming, hiking, boating, camping, and most of all, spending time with his family. His life and work are a reflection of the power of purpose, and the strength found in faith, family, and community.

The Executive Committee Staff of the Tobin Bolter Memorial Scholarship Program is responsible for overseeing the strategic, financial, and operational functions of the Scholarship Program. Reporting directly to the Tobin Bolter Memorial Project (TBMP), the Committee is comprised of a Chairperson, Vice-Chairperson, and three Committee Members. Together, they ensure that all scholarship funds are distributed with integrity, transparency, and in alignment with the organization’s mission to honor service and empower future Christian Leaders and law enforcement officers.
The Chairperson leads the committee, works closely with the TBMP Board to determine available funding, sets award categories and amounts, and ensures timely disbursement and secure record-keeping. The Vice-Chairperson supports the Chairperson and presides in their absence. Committee Members assist with financial review, ensure compliance with legal and regulatory requirements, and uphold fairness throughout the selection process.
All Executive Committee and Committee Members are actively involved in screening and making final decisions on scholarship recipients based on applications that have been pre-screened and presented for interview before the committee. This collaborative process ensures each award aligns with donor intent and organizational values.
Per policy, the President of TBMP serves as a voting member of the Scholarship Committee only in the event of a recusal or absence of a seated member. Any such participation is formally documented in meeting minutes to ensure accountability and uphold the integrity of the selection process.
