Samuel ferrell
Samuel Ferrell, President and Founder of the Tobin Bolter Memorial Project and Scholarship Program, was born on January 30, 1990, in Robbinsdale, Minnesota, to Kevin and Rolene Ferrell. He is the fourth of five children—only six minutes older than his twin sister, Bree-Anna—and proudly embraces his Minnesota roots while currently residing in Idaho to pursue his Juris Doctorate. Samuel is a passionate student of law and is actively enrolled at Grand Canyon University, where he continues to grow in knowledge and purpose.
On January 9, 2023, Samuel married his soulmate, Ashlie Ferrell, and together they share a loving, blended family of seven children: Jeffrey Ferrell, Paizlee (Avila) Johnson, Keegan Hill, Roxzanna Ferrell, Zayne Ferrell, and twins Tobin and Tucker Ferrell. Family is the foundation of Samuel’s life, and he treasures every moment spent with his wife and children.
Samuel’s heart for service and his deep-rooted Christian faith were profoundly impacted by the tragic and sudden loss of his dear friend and brother in Christ, Deputy Sheriff Tobin Bolter. Moved by the legacy Tobin left behind and the urgent need to support first responders and their families, Samuel established the Tobin Bolter Memorial Project and Scholarship Program, a Christ-centered 501(c)(3) nonprofit dedicated to honoring wounded law enforcement officers, firefighters, emergency medical technicians, and other first responders, as well as empowering future Christian leaders and future law enforcement officers through scholarships.
In his role as Executive Director and President, Samuel brings not only a passion for justice and advocacy but also a sincere dedication to the values of faith, service, and compassion. His leadership is driven by a commitment to build a lasting legacy that reflects the courage, integrity, and selflessness of those who serve our communities.
When not working on behalf of the organization, Samuel enjoys fishing, swimming, hiking, boating, camping, and, above all, spending time with his family. His life is a testament to the power of purpose and the strength found in faith, family, and community.
Ashlie Ferrell
Sheri brings a spirit of curiosity, dedication, and compassion to everything she does. A proud Colorado native, she was raised in the high country where she developed a lifelong love for the outdoors. Her free time is often spent downhill skiing, snowshoeing, hiking, camping, and exploring the mountains with her two trail-trained dogs, Groot and Gamora.
With a strong affinity for numbers and strategic thinking, Sheri is a self-proclaimed "numbers geek" and a passionate lifelong learner. She holds an MBA and was recently accepted into the Master of Science program at her alma mater, Regis University in Denver—continuing her commitment to academic and personal growth.
Sheri is deeply committed to serving others, both professionally and personally. She actively volunteers and participates in community events, believing that small actions can have a meaningful impact. Her approach to life is grounded in faith, gratitude, and embracing each day with intention and openness.

The Executive Staff of the Tobin Bolter Memorial Project (TBMP) is responsible for the daily leadership, strategic execution, and operational oversight of the organization, including supervisory control over the Scholarship Program. Comprised of the President, Vice-President, Chief Operations Officer, Chief Financial Officer, and Executive Secretary, this dedicated team ensures that TBMP remains aligned with its Christ-centered mission to support wounded first responders and empower future Christian and law enforcement leaders.
Working closely with the Board of Directors, the Executive Staff oversees organizational planning, financial management, program implementation, and community engagement—serving as the driving force behind the mission to honor service, uplift lives, and inspire faith-based impact.
