The Tobin Bolter Memorial Project and Scholarship Program Corp is a Christ-centered 501(c)(3)* nonprofit organization dedicated to honoring wounded law enforcement officers and their families through compassionate support, resources, and advocacy, while also empowering students at Bible Colleges and Christian Universities through scholarship opportunities. *The Tobin Bolter Memorial Project and Scholarship Program Corp is a newly formed nonprofit organization, officially founded on March 7, 2025. The Corporation is currently in the process of applying for its 501(c)(3) tax-exempt status with the Internal Revenue Service. Please note that the IRS review and approval process can take up to six (6) months from the date of application. However, in accordance with IRS guidelines, the Corporation’s tax-exempt status—once approved—will be retroactively effective as of the date of application, March 7, 2025, not the date of final approval.

Statement of faith
- The Tobin Bolter Memorial Project and Scholarship Program is a Christ-centered nonprofit organization founded upon unshakable biblical principles and a deep commitment to advancing the love, hope, and truth of Jesus Christ. Our mission and vision are inspired by the life and legacy of Deputy Tobin Bolter, whose courage, integrity, and service reflected the values of faith, sacrifice, and compassion that are central to the Christian life. We believe that all people are created in the image of God (Genesis 1:27) and are called to love, serve, and uplift one another through the grace and power of Jesus Christ (John 13:34–35). Our purpose is to honor those who have sacrificed for the safety and well-being of others—specifically law enforcement officers, firefighters, emergency medical technicians or other First Responders wounded or killed in the line of duty—and to extend support to their families with compassion, dignity, and unwavering care. As a reflection of Christ’s love and mercy, we strive to be a source of hope and healing in times of hardship (Galatians 6:2; Romans 12:10). We also believe in raising up a new generation of faith-driven leaders who will carry out the message of Christ through their education, service, and daily lives. In alignment with our mission, our Scholarship Program exists to support students enrolled in Bible Colleges and Christian Universities that are accredited and approved by our Scholarship Program Committee. These students are empowered to live with purpose, integrity, and conviction, grounded in the Word of God and committed to serving their communities with humility and truth (Proverbs 3:5–6; Colossians 3:23–24).
We affirm the following core beliefs:
- The Bible is the inspired, infallible, and authoritative Word of God, the final standard for all matters of faith and life (2 Timothy 3:16–17).
- There is one God, eternally existent in three Persons: Father, Son, and Holy Spirit (Matthew 28:19; 2 Corinthians 13:14).
- Jesus Christ is the Son of God, fully God and fully man, born of a virgin, lived a sinless life, performed miracles, died as a substitutionary sacrifice for our sins, rose bodily from the grave, ascended to the right hand of the Father, and will return in power and glory (John 1:1–5, John 14:6, 1 Corinthians 15:3–4).
- Salvation is a free gift from God, offered by grace through faith in Jesus Christ alone. It is not earned by human effort, but received through repentance and trust in Christ as Lord and Savior (Ephesians 2:8–9; Romans 10:9–10).
- Baptism is an outward expression of an inward transformation, symbolizing a believer’s identification with the death, burial, and resurrection of Jesus Christ, and is a step of obedience and public declaration of faith (Matthew 28:19; Acts 2:38; Romans 6:3–4).
- The Holy Spirit dwells within believers, empowering them to live a Christ-centered life, bear spiritual fruit, and serve according to God’s will (Galatians 5:22–23; Acts 1:8).
- The Church is the body of Christ, composed of all believers united in faith, called to worship, serve, and proclaim the Gospel to the world (Romans 12:4–5; Matthew 28:18–20).
- Every human life is sacred, created in the image of God and worthy of dignity, care, and respect, and we are called to defend the vulnerable, uplift the brokenhearted, and serve others in love, as Christ served us (Psalm 139:13–16; James 1:27).
In all we do, we are committed to living out these truths by being a light in the darkness and a voice of encouragement, healing, and faith to those we serve. Whether we are providing aid to a wounded officer or awarding a scholarship to a future Christian leader, we do so with hearts surrendered to God and a desire to reflect the love and grace of Jesus Christ in every action.

MISSION STATEMENT
The Tobin Bolter Memorial Project and Scholarship Program exists to glorify Jesus Christ by honoring the sacrificial service of wounded or killed law enforcement officers, firefighters, emergency medical technicians, and other first responders, as well as their families, and by empowering the next generation of faith-driven leaders and individuals pursuing careers as peace officers through biblically grounded educational support.
Rooted in our unwavering belief in the authority of Scripture, the power of the Gospel, and the call to serve others in love, our mission is twofold:
- To provide compassionate, Christ-centered support to law enforcement officers who have been wounded in the line of duty and to their families. Through financial assistance, resources, advocacy, and community care, we seek to be a tangible expression of Christ’s love—uplifting those who have given of themselves for the protection of others, walking alongside them in their recovery, and honoring their sacrifice with dignity and grace.
- To equip both future Christian leaders and future peace officers by offering scholarships to students enrolled in accredited and committee-approved Christian Bible Colleges and Christian Universities, as well as colleges or universities offering law enforcement technical certificates or degrees. We are committed to developing individuals who are spiritually grounded, academically prepared, and deeply committed to serving others with humility, integrity, and a heart for the Gospel or public service. By investing in their education, we help prepare them to fulfill their God-given callings in ministry, missions, leadership, law enforcement, and community service.
Guided by the Holy Spirit and the truths of God's Word, our mission reflects the foundational Christian beliefs that every person is created in the image of God, that salvation is through Christ alone, and that the Church is called to be the hands and feet of Jesus in a broken world. We believe that through faith, service, and compassion, we can bring healing to the hurting, hope to the discouraged, and strength to those in need.

- For Wounded Law Enforcement Officers, Firefighters, Emergency Medical Technicians and other First Responders as well as Their Families: We seek to be a steadfast source of hope and healing for first responders who have been wounded or killed in the line of duty and for the families who walk alongside them. Through financial assistance, advocacy, prayer, and personal support, we strive to reflect Christ’s compassion, ensuring that no family faces hardship alone. Our vision is a community that not only recognizes the physical sacrifices of these men and women but also values their emotional and spiritual needs, ministering to them as Christ ministers to us.
- For Future Christian Leaders and Peace Officers: We envision a future in which students—grounded in biblical truth and filled with a heart to serve—are empowered through access to quality education. This includes those enrolled in accredited and Scholarship Committee-approved Christian Bible Colleges and Christian Universities, as well as individuals who feel called to a life of service as peace officers and are pursuing law enforcement technical certificates or degrees at accredited and approved colleges or universities. By supporting both groups, we aim to raise up a generation of leaders who will boldly proclaim the Gospel, serve with humility, uphold justice, and lead with wisdom. These individuals will carry the mission of Christ into churches, communities, mission fields, and the front lines of public service across the world.
